CENORED: Combats Cable Theft to Safeguard Access to Affordable Electricity
Client: Central North Regional Electricity Distributor (CENORED) Industry: Utilities and Public Infrastructure Campaign Objective: Anti-Cable Theft Awareness & Community Engagement Location: Otjiwarongo & Okahandja (4 Sites) Duration: Ongoing Media Format: Mobile Billboards
Challenge Cable theft is not just a criminal act — it’s a community crisis. The challenge was to communicate this message effectively to residents, transport operators, businesses, and informal settlements, particularly in areas prone to vandalism or where electricity infrastructure is exposed. CENORED needed a high-visibility, community-centric media format to reach people where they live, work, and travel.
Our Solution HEKAMIOUTDOOR deployed four mobile billboards in Okahandja and Otjiwarongo, two key hubs within the affected regions. The campaign messaging focused on: • Raising public awareness about the real cost of cable theft • Calling on citizens to report suspicious activity • Emphasising the shared responsibility to protect national infrastructure • Reinforcing CENORED’s commitment to affordable and reliable electricity The mobile billboards, placed at busy road junctions, taxi ranks, and public markets, delivered the message at eye level, creating lasting impressions throughout the campaign period.
Results 1. Increased Awareness: Local communities engaged in conversations around infrastructure protection. 2. Improved Community Vigilance: Residents began reporting suspicious activities through CENORED’s hotline. 3. Strengthened Brand Trust: CENORED was seen as proactive, responsive, and deeply invested in the well-being of the communities it serves. 4. Expanded Reach: Thousands of daily impressions from motorists, pedestrians, and commuters across the two towns.
Conclusion The CENORED Anti-Cable Theft campaign proved that the fight against infrastructure crime is not just about security — it’s about communication, education, and unity. By partnering with HEKAMIOUTDOOR, CENORED delivered its message straight to the people and turned awareness into action. This campaign reinforces the power of mobile OOH in addressing complex public challenges while fostering a stronger sense of community ownership.
