Challenge To inform and mobilise nearly 1.5 million eligible voters across 14 regions, ECN needed a solution that could bridge geographic divides, reach people in remote areas, and make voter registration and civic participation top-of-mind. Traditional media channels alone could not deliver this level of community engagement and visual presence.
Our Solution HEKAMI OUTDOOR deployed 26 mobile billboards across high-impact, high-footfall locations nationwide. Areas included key transport corridors, roadblocks, town centres, and rural nodes such as: • Urban intersections like Windhoek-Rehoboth Roadblock, Otjiwarongo Roadblock, and Swakopmund • Remote communities such as Okongo, Kongola, Otjinene, Aranos, Karasbrug and Divundu • Transit points like Windhoek-Hosea Kutako Airport Roadblock, Oshivelo, and Mururani Checkpoint These mobile units carried powerful, visually compelling messages encouraging voter registration and democratic participation. With real-time visibility and strong geographic coverage, the campaign delivered crucial information directly to the public.
Results 1. Unprecedented Registration Rate: 91% of eligible Namibians registered to vote — 1,467,604 citizens. 2. National Reach: The campaign reached communities often underserved by mainstream advertising. 3. High Visibility: Prominent placement at roadblocks, town entrances, and busy intersections generated tens of thousands of daily impressions. 4. Public Confidence Boost: Strengthened ECN’s public trust by visibly promoting transparency and inclusion in the electoral process.
Conclusion The GRV and Democracy Awareness Campaign is a landmark example of how mobile OOH can serve democratic institutions. Through its partnership with HEKAMI OUTDOOR, ECN ensured that no Namibian was left behind in the voter registration process. The mobile billboard format not only delivered exceptional results — it proved that democracy travels best when it’s driven by visibility, accessibility, and innovation.
